HE Zhang joined EIV Capital in 2025 and currently serves as vice president of engineering for EIV Resources. He is responsible for technical evaluation of new investments and management of EIV Resources’ upstream assets. Prior to EIV Capital, HE was a senior vice president at Ryder Scott Company for more than 13 years, with expertise in petroleum reserve evaluation, reservoir engineering, and petroleum accounting. He began his career with Schlumberger. Zhang has had signature authority for many annual filing reports and two IPO reports at different stock exchanges worldwide.

Zhang has published over 40 technical papers, and he has served as an associate editor and reviewer for multiple journals. He has also held the chair position for technical sessions or served as a (sub-)committee member at multiple international conferences, including the SPE Annual Technical Conference & Exhibition and the SPE Asia Pacific Oil & Gas Conference & Exhibition. Zhang was also an adjunct teaching faculty member for Petroleum Engineering and serves as a college advisory board member at Univ. of Houston — Victoria.

Zhang received BS degrees in Chemistry and Computer Application from University of Science and Technology of China, and a PhD degree in petroleum engineering from Texas A&M University. He is a registered Professional Engineer in the State of Texas, SPE Certified Petroleum Engineer, and serves on the board of the Houston Chapter of Society of Petroleum Evaluation Engineers (SPEE).
